I want to speak, first of all, as the Vice-Chairman of the CDF Committee of Parliament. I would like to inform hon. Members that our CDF Board sat today and we were surprised that over 100 constituencies still have not submitted their proposals for the 2009/2010 Financial Year. This will go a long way in delaying the implementation of the various CDF funded projects."}
