Under normal circumstances, when the Government has no land, it undertakes to procure some land using the legal provisions - the Compulsory Land Acquisition Act. Why did the Assistant Minister find it suitable not to follow that procedure but, instead, used the Provincial Administration to sign a land agreement with people who had not been identified as the real owners of the land? So, I am not satisfied."}
