The major challenges are as follows:- (1) Inadequate financial resources to respond to emergencies. This year, my Ministry has had to deal with emergency situations relating to cholera, influenza HINI; that is swine flu, polio and measles. (2) Some of the districts are relatively new and are facing shortage of staff."}
