The responsibility of a Minister of Government, even constitutionally, is to advise the President as a Cabinet. This amendment is trying to make a Minister of Government to be a Permanent Secretary or Accounting Officer. I do not think, in the way we arrange our business, we should entertain that as Parliament."}
