I will only urge her to move with speed to ensure that we have clear rules for the election of the office bearers to the Council and let it be democratic. I thought it would have been a Schedule in this Bill, but she has the power to do that. Please, do so in order for democracy to prevail right from the sub-locations all the way to the national level."}
