It is quite evident that both the supporters and opposers of the Motion are agreed on one thing that this is a welcome project. What is worrying us are the various gapping points that we would like see filled before we give out our word of approval for this. I am, therefore, moving an amendment to see if we can bridge that gap. I wish to amend the Motion as follows:- “I would like to amend by inserting the word “proposed’ in the second last sentence, between the words “the” and ‘concession” so that the Motion will read as follows:- THAT, pursuant to Section 4(A) of the Public Roads Toll Act, (Cap. 407 of the Laws of Kenya), this House approves Sessional Paper No.4 of 2009 on the Nairobi Urban"}
