We have a case where the Government or the Executive brought a document to Parliament in form of a Motion. The document is between the Republic of Kenya, represented by the Ministry of Roads and Nairobi Motorway Company Limited; a company which is not a legal entity and does not exist. Is it in order for the Government to bring a document that has an entity that does not exist legally?"}
