The Minister has told us a very negative story about the gentleman called “Mwangi” whom I do not know. He has portrayed him as a thief and yet we all know that you are surcharged in Government parastatals, if you make a mistake. The same case applies to Parliament. Why has he not surcharged that gentleman? At the same time the Minister has mislead this House by saying that making a profit of Kshs200 million is nothing and yet we know that, that is a lot of money by any standards."}
