Member wants me to be stuck at half a billion shillings which sounds a lot but it is not a lot? I am sorry, this is not good. Am I, as a Minister, expected to approve and support mediocrity when I know what the results should be? That is my problem. I have spoken the way I have spoken, which I do not do often, because for one week, every vernacular station in Mt. Kenya has been used, at least, an hour a day to misrepresent me as fighting small farmers of coffee, tea and milk when I am totally committed to helping them and all of them know that. Given the massive misinformation, I had to stoop that low against my wishes."}
