The Minister has already told us that the Policy does show the ineffectiveness of the current constitutional dispensation and he has spent a lot of time referring us to the Draft Constitution. Indeed, there is a whole chapter. I believe it is Chapter 7 that has been dedicated to discuss the issue of land in the proposed Draft Constitution. But I would like to draw the Minister’s attention to three provisions in this Draft Constitution and I do not really wish to anticipate debate on the subject."}
