It is the kind of a move one would associate with hon. Orengo. However, we must admit to ourselves that some historical injustices are quite complicated and they run over a long period of time. It is not quite clear who will be targeted for restitution although the policy states that the Government shall develop a legal framework for handling land restitution."}
