On 21st November, 2009, at around 4.00 a.m. police officers surrounded a village at Holuko in Isiolo North District and indiscriminately shot and harmed villages, leading to the death of a woman and a 16-year old boy, and injured others. In that Ministerial Statement, I would like the Minister to clarify the following:- (a) what was the mission of the officers and who gave the shooting orders; (b) why the police abandoned the dead and the injured persons, instead of taking them to the mortuary and hospital, respectively; and, (c) what action the Government is taking, including the arrest of the police officers responsible for the killings."}
