I agree with the Assistant Minister that what he has raised is what is stated by the Constitution. However, he needs to indicate clearly how this is a charge that does not reduce but increases. That can only be shown as they give their contributions, but not by raising objections at this point. I am not convinced that the passage of this Bill will create a further charge to the Consolidated Fund. These are funds that the Government already has, anyway. So, could the Assistant Minister, please, indicate, through contribution to debate, how this is a further charge to the Consolidated Fund?"}
