I rise to support this report. When I read it and saw the names of all the Members of the Special Committee on page 11, I thought this was a bipartisan report because it included everybody. This is because I did not see any appendage of a minority report. When a report is prepared and is voted on, and there is a majority and minority, the cardinal principle of democracy is that the minority will have their say, but the majority will have their way."}
