He has rightly said that there is a cohort of Members of Parliament who are interacting with the international instruments for the first time, which is very correct. In fact, this is a matter that I raised in the last Parliament. How can we ensure that Parliament participates during the negotiations on a treaty instead of coming in at the tail-end when ratification is happening?"}
