Speaker, I beg to give notice of the following Motion: THAT, aware that the Constitution recognises the peoples respect for the environmental and determination to sustain it for the benefit of future generation; further aware that the country has been experiencing some of its worst flood events during the rainy season in recent years; concerned that the effects of climate change will exacerbate the frequency and intensity of these extreme flood events; further concerned that floods pose a direct threat to the safety and security of Kenyans causing significant loss of life and mass displacement which leads to severe economic setbacks; recognising that there is need to take proactive measures by developing an actionable framework to implement strategic water harvesting techniques to mitigate against perennial flooding; acknowledging that rainwater harvesting would not only alleviate the destructive impacts of excessive runoff rainwater, but also contribute to long-term water availability; now therefore, this House urges the national Government, through the Ministry of Environment, Climate Change and Forestry, to develop a national framework providing for, among other things, the prevention and control of flooding in flood- prone areas in the country, emergency response coordination and evacuation, and long-term rainwater management systems through harvesting and storage."}
