I am seeing a danger of a caretaker continuing to receive money if a death is not reported. You can give chiefs and village elders forms to fill in to report deaths. Secondly, I come from Busia border and there is a woman from Uganda who was married there and has kids who are above 18 years. She is now old and widowed, but she is denied this opportunity because she is a Ugandan. This means that she was denied to even get an identity card and she just sees others getting this facilitation. This is not fair. I do not know what you are doing to also cater for foreigners married in Kenya because they are denied these benefits."}
