Indeed, since this is a law making body, sometimes, we have got to understand the law in its own context. When it says that the Board âmayâ, and the Attorney-General should help educate Parliament on that, it means may or may not. If it was, indeed, the Board that had to do it, then the law should have said âthe Board shallâ. There is no âshallâ in this. There are other authorities that can appoint, including the President in this matter. So, this is the position of the law and the Attorney-General has a duty to inform the House."}
