Temporary Chairman, as much as I appreciate the attempt to try and reduce the burden of non-compliance, I think the reason Ksh20 million was put there was to be a warning sort of action. It was put there as a warning. People are likely to take Ksh20 million more seriously, but if we now reduce it to the proposed Ksh5 million, people will take it with a pinch of salt. I feel that we have to come back to the society where we lead and work within rules. I oppose the reduction from Ksh20 million to Ksh5 million."}
