The operative word is “notice”; this is a Gazette notice, a legal notice, notice order, proclamation, regulation, rule, rule of court or other instrument. It is not just about rules and regulations. Let me then read the President’s notice. “In exercise of the powers conferred by Section 8(4)—“ That is what subsidiary legislation means. It is legislative provisions in exercise of powers conferred. This is subsidiary legislation."}
