We are discussing a Bill on care and protection of the child parents. According to our Constitution, anyone below the age of 18 years is a child. Therefore, while we are having this debate, it would be proper that all Senators follow the Constitution in terms of definition of a child. A child is anyone who is below the age of 18. Therefore, I think Sen. Khalwale is misleading the House by trying to indicate that the punishment should differ depending on what each community considers the age of a child. He should retract."}
