The university can be very far from that particular location, but it means that there is a facility somewhere to which a college refers to as a university. The same is true of medical services. You can have a sub-district hospital in Turkana South District without necessarily having a district hospital in that particular district, but there maybe, indeed, within the medical zone, which is constituted by several districts, a district hospital to which that sub-district refers. That is why we talk about a national referral system."}
