I wanted to say that we are seeking your indulgence and guidance on a notice of Motion moved by Hon. Tongoyo on the deployment of police officers to Haiti. I am not anticipating debate, but I want to raise a procedural and constitutional matter. Before the Motion is brought to the House, I request the Speaker to give a directive that the matter be subjected to public participation as required by the Constitution. This is a very heavy matter. This is deployment of Kenyans to another part of the world."}
