The importance of this 32 per cent Road Maintenance Levy Fund allocation cannot be over-emphasised. It is saddening for county governments to purport to reduce the amounts allocated to counties through a kangaroo or amorphous outfit that has no authority in law within which any allocation can be anchored on."}
