Temporary Chairlady. I have listened to my colleagues discussing political neutrality, whereby you exclude the CECMs, Cabinet Secretaries and others. The truth of the matter is that those people work under the ones that we are excluding. I am not sure whether the word \"political neutrality\" has any meaning in this law. At the end of the day, people will take their bosses' instructions and will likely go by their word. I submit."}
