Deputy Speaker","speaker_title":"","speaker":null,"content":"Thank you. Before I call the next speaker, Hon. Esther Passaris, Member for Nairobi City County, a Member asked what Hon. Ken Chonga did. For avoidance of doubt, I asked him to leave under Standing Order No.107A, which states that: “(1) A Member commits an act of gross disorderly conduct if the Member— (a) defies a ruling or direction of the Speaker or Chairperson of committees; (b) declines to explain or retract use of unparliamentary words or declines to offer apologies, despite having been ordered to do so by the Speaker; As you saw, I severally requested Hon. Ken Chonga to apologise. Part (c) of this Standing Order says “demonstrates or makes disruptive utterances against the suspension of a Member;” Even without the microphone, the Member continued to do what I asked him not to do. Standing Order 107A (3) is very clear. It states that the Speaker may call a Member whose conduct is grossly disorderly to order, and shall order the Member to withdraw immediately from the precincts of the Assembly for a minimum of five days and a maximum of twenty- eight days, including the day of suspension.” The Member has to keep away from the precincts of Parliament for a minimum five days. Unfortunately, he has a minimum of five days."}
