The hon. Minister has just spoken about lack of capacity on the part of contractors. This is the reality. We must develop our own contractors rather than rely on foreigners. It will also be necessary for Kenyan contractors to realize that the quality of the work they produce is far more important than merely being given jobs because they are Kenyans."}
