First, I wish to express and acknowledge my appreciation to the hon. Members of the Departmental Committee on Transport, Public Works and Housing with whom we have worked harmoniously and effectively. I thank them for their contribution and the interest they have shown in our work at the Ministry of Public Works. Mr. Temporary Deputy Speaker, Sir, the Ministry’s vision is to be the leading institution in the construction and maintenance of Government buildings and other public works in this country. The Ministry’s mandate is clearly outlined in the Presidential Circular No.1 of last year. The mandate include formulation of public works policy; public works planning, development and maintenance of Government buildings; maintenance of inventory of Government property; provision of mechanical and electrical services; co-ordination of procurement of common user items for Ministries, departments and Government agencies; to conduct research on building materials and building"}
