The issue I raised, which according to me the Minister did not answer, is assuming that what the Minister is saying is true and assuming that teachers have negotiated and you have a small community of Subas in Mbita and Suba districts who do not have the numbers to negotiate. Should they be punished because they have been out-negotiated? Yesterday, I was with teachers of Lambwe and Kamasenge and they requested me to ask the Minister this question. Why are we being discriminated against? It is unconstitutional."}
