Kimani Ichung’wah","speaker":null,"content":"Finally, I think you addressed the objection which Hon. Junet or somebody else raised at the beginning of this debate. There was a question on the memorandum of objects and reasons for this Bill. Hon. Speaker, you put it so well that the memorandum is a storyline describing what the proposer of the Bill thinks. When we were formulating this Bill, as a proposer, it was my thinking that it will not affect county governments. It was a money Bill designed to collect taxes. I have since been informed and guided by the Speaker after consulting with the Speaker of the Senate that this Bill concerns counties. I am certain if and when the House dispenses with this Bill, it will certainly be on its way to the Senate. I have been in consultation with the Leader of the Majority Party in the Senate and they are waiting for it."}
