That is why land-related issues, including its budget, are sensitive. Therefore, they merit careful scrutiny by Parliament. Looking at the allocation of this Ministry for the Financial Years 2008/09 and 2009/10, there are questions to be asked. There is a reduction in allocation of employees compensation, for example, District Level, Sub-Vote132 and also the reduction of the budget for the Kenya Institute of Survey and Mapping. Why these reductions? Our priority in this country is to fast- track the issuance of title deeds which fall under the Kenya Institute of Survey and Mapping."}
