This is comforting to Kenyans because it is a negotiated document. It goes ahead to elucidate more on how commissioners of the IEBC will be selected. My attention was captured the other day when we hosted friends from a country which has embraced technology in everything. In Africa, I think Kenya is on a better pedestal in terms of using technology. Section 6 of the Act on the qualifications of the commissioners proposes that they should not only have experience in finance, but also ICT as an additional qualification."}
