The procedure for holding public inquest is being misused by the police. Every time there is a shooting incident and Kenyans die, the police do not conduct full investigations. Files are forwarded to the Attorney-General’s Chambers with incomplete statements and the result is that the Attorney-General orders that the files be closed. What is the Ministry doing to ensure that before files are submitted to the Attorney-General’s Chambers, full and proper investigations are conducted and evidence is adduced?"}
