George Murugara","speaker":null,"content":"The justification is that we have to align sub-clause (2) with the provisions of Article 114 of the Constitution. Secondly, we have to amend the reference to co-sponsorship of a Bill by Members of different Houses to a process where a Member or a Committee of the other House adopts a Bill. In essence, we are providing that two Members of separate Houses cannot co-sponsor a Bill. Once a Bill moves from one House to the other, the person who will move it in the other House will adopt it, and not co-sponsor it."}
