(Samuel Chepkong’a","speaker":null,"content":"“(5) Where it comes to the attention of the Committee that a Cabinet Secretary responsible for a regulation-making authority has failed to submit a statutory instrument in accordance with subsection (1), the committee may, by a resolution, require the Cabinet Secretary to publish a notice in the gazette within seven days from the date of the resolution to the effect that the statutory instrument is a nullity, and to submit the notice to Parliament upon publication. The import of this amendment is that the Cabinet Secretary responsible for a regulation- making authority who fails to submit a statutory instrument in accordance with the law will be required by a resolution of this House to publish a notice in the gazette that the statutory instrument is a nullity. So that no member of the public can rely on a regulation that is null and has not been brought to the House. Thank you."}
