There is a bachelor's degree from a university recognised in Kenya, a person who has knowledge and experience in public service and satisfies the requirement of Chapter Six of the Constitution. Those are qualifications that are proposed. A person is not qualified to be a CAS if they have been convicted or they have been judged bankrupt or they hold any office in a political party. It is made clear that anybody who holds a political party position or anybody who is a legislator or anybody who is a public officer or holds any State office cannot be a CAS."}
