The Authority’s management entered into an international credit agreement without consultation with the Treasury and consequently incurred an expense of Kshs18,253,144 per annum in Withholding Tax to the Kenya Revenue Authority, a cost which could have been avoided had the Treasury been involved in the negotiations."}
