Can we procure a particular service or good at the lowest cost with greater benefit for the majority of Kenyans? That has never been possible because of the backlog. They owe it to us; they owe it to this nation to clear the backlog and become concurrent when dealing with the Public Accounts Committee (PAC) in Kenya! Mr. Temporary Deputy Speaker, Sir, I am convinced beyond any shade of doubt that in the Tenth Parliament, we will be operating at par with the PACs in the House of Commons in Canada, Sweden, Germany; countries that are already performing value for money audits."}
