Temporary Chairlady, I beg to move: THAT, Clause 38 of the Bill be amended— (a) in sub-clause (1) by— (i) deleting the phrase “the Limitations prescribed by this sub- section” and substituting therefor the phrase “the following limitations”; (ii) deleting paragraph (c) (b) by deleting sub-clause (2) and substituting therefor the following new sub-clause (2)— “(2) A person who is in possession of a scheduled substance otherwise than in accordance with the provisions of this section commits an offence and shall on conviction, be liable to a fine not exceeding two million shillings or to imprisonment for a term not exceeding three years; or to both.”"}
