The Bill said a qualified medical practitioner, dentist or veterinary surgeon, or a member of staff of a hospital, dispensary or similar institution is authorised to do that by general special order of the Cabinet Secretary. This was a lot more restrictive than what you are now doing. We have now opened it to literally anybody. The hospital environment was protecting the patient in the other one."}
