It reads: âOn any Motion being made for the addition of a new clause, the clause shall be deemed to have been read a First Time and the question shall then be proposed âThat the clause be read a Second Timeâ and if this is agreed, amendments may then be proposed to the new clause and the final question be proposed shall be âThat, the clause (as amended) be added to the Bill.â"}
