As far as Information, Communication and Technology (ICT) is concerned, I notice that the Deputy Prime Minister and Minister for Finance said that we will be given so many computers. I came from Rwanda the other day where there is a really fantastic program called âOne laptop per childâ. Those laptops are being used in primary schools and Rwanda ordered nearly 100,000 of those. They intend, for every single primary school child, to have a laptop computer that will give him or her the facility of all books and other facilities. I was told that officials of the âOne Laptop per Child Programâ, came and talked to the Ministry of Education, but it never responded. They invited them, but they never responded! I was told by Prof. Negroponte himself that it appears that the Ministry here has different priorities. I think this is the time for ICT. The âOne Laptop per Child Programâ is the way forward. That is what you will give to your public schools â the facilities and ability to get information, to get specialized education standards higher up without even having to improve on the physical requirements of the schools."}
