Police service is not a devolved function at all. The Principal Secretary for Internal Security is not vetted by a joint committee of the two Houses. What business will the Senate have in vetting the Inspector-General of Police? I think we are making a wrong decision on this matter. This House should do its job. The National Police Service is a national Government function, but we are ceding ground to a House which is trying to grab the powers and the privileges that they do not have. I ask that the Hon. Deputy Speaker gives a ruling on this matter. Inspector- General of the Police is not a function of counties. It is a national function. They have no role at all to vet the Inspector-General of Police. Why are they not vetting the Principal Secretary for the State Department for Internal Security and National Administration?"}
