If this situation continues, I can guarantee you that a very quick look at the current proposals in this Bill will attract litigation and going by recent precedent, we do not know how that will go. I want to suggest that this House sits down and re-looks at the entire budget-making framework so as to get it right. We have good economists, lawyers, finance experts and public sector experts and, therefore, we need to re-look at this process.
