The Controller and Auditor-General is the one legally mandated to sign all the accounts of state corporations and Government accounts. Why has the Government allowed someone who is not a qualified accountant to sign the accounts, take responsibility and hide under the Constitution? Why can the Ministry not advise the President to appoint a qualified auditor who can be legally and professionally allowed to sign audited accounts?"}
