As I continue, I was on Article 204 of the Constitution, telling the House that the issue of Equalisation Fund is not a new issue to the Committee on Finance and Budget. Our issue as I have clearly emphasized, is that one of delayed disbursement of the same funds. Article 204 of the Constitution which talks about the Equalisation Fund says:-"}
