Some of Members felt, the fact that the office of the Auditor-General has generated a report, it can be quoted as a legal document. Can it be used persuasively in any of the pleadings or any case that is before the House? I would want to know the opinion of Mr. Ndegwa Njiru and the County Assembly’s youthful counsels whether that can be taken into consideration. I thank you."}
