Ministers in Rwanda come from outside the House. They come with their expertise. There is a Minister of State who came with the Rwandan President recently for the Prayer Breakfast. He told us that there was no way they can have an engineer as a Minister for Finance or a social scientists as a Minister for Health. I think those are very healthy things we should learn from the region. Otherwise, we are the only ones who are lagging behind in the region."}
