Even if they do, it is not reported. These are challenges that we must address as a nation. We need to urge the county governments that failure is never too bad and that admitting failure is not a sign of weakness. Strong people admit that they do not have adequate capacity. Hon. Temporary Speaker, with those few remarks, I support the Bill. Time permitting, I will propose a few amendments and I hope the Committee will listen to us to make a better Bill for posterity.
