Wakili Muriu on this proposal, I foresee a very serious danger in it. It means that in the event of delays, whether it is by a public entity or private companies, it means that you automatically transfer this tax burden to the procuring entity. Eventually, you will just build up a whole issue of tax claims. You know that the issue of payments can at times be delayed because either the goods supplied are not of standard, or maybe there is a dispute that arises. Unfortunately, I find it hard to support this proposal because I feel that it will be abused. This applies both to Government entities and also to the private sector. Thank you."}
